Comment:
On behalf of Food & Water Watch and our over 280,000 supporters in California, I write to express our organization’s opposition to the California Air Resources Board’s consideration of “The potential for including international, sector-based offset credits in the Cap-and-Trade Program” — an initiative that continues to promote offsets, and specifically sector-based offsets from jurisdictional reducing emissions from deforestation and forest degradation (REDD) programs. Offsets do not lead to real, additional or permanent emission reductions. Even worse, offsets generated from REDD projects cannot meet even the basic technical requirements like additionality and permanence. Such offsets would also adversely affect indigenous and rural populations by fueling land rights disputes and dispossession, while promoting the historic abuse of developing countries as outsourcing centers for the excess of developed countries. Please see the attached document for our full comment.
