Subject: Don't let polluters off the hook
Comment:
Dear California Air Resources Board,

I urge CARB to protect the health of our communities by
implementing strong rules for Californias historic cap-and-trade
program

We need to maintain strong incentives in our rules to result in the
real pollution reductions we need in order to hit our climate
targets. That means eliminating excess allowances from the market
and maintaining, not increasing, current industrial assistance
factors.

Fair accounting for how many pollution permits should be made
available makes our cap-and-trade strong. Do not give in to the
fossil fuel industrys excessive demands for a $365 million giveaway
over the next three years at the expense of Californias taxpayers
and the climate. This is unacceptable.

To stay true to CARBs mission, you have a responsibility to
safeguard the health of the communities hit hardest by air
pollution caused by oil refineries.

Southern California has the worst air pollution in the country and
northern California is beset by far too many spare the air days.
California has a climate control goal. We are counting on cap and
trade to mitigate some of thisdo not handicap the program but
invigorate it.

Sincerely, Chris OMeara Dietrich
