Rather than contracting much of this work out to academics I believe CARB could reduce costs and speed the process by brining much of retrospective data analysis in-house. Inter-agency collaboration with OSHPD, DHCS, OHHEA, DoF and OSHA to harvest historical data on locations of all CARB regulated emissions, cost data, risk analysis, worker safety and rates of disability or disability resulting in death in specific industries that generate these emissions are critical pieces of information. Especially if that disability is cardio-vascular, pulmonary or birth outcome related. |
