its unclear if your proposal from 2008 to ban small cans is still in place. I'm a DIYer who uses small cans although unlike those in your report I own professional equipment. The solution to can loss in place today is to require self sealing cans. I hope the intention is to retain those. Your solution to require DIYers to have a full compliment of professional equipment provided by an autoparts store on loan is likely not serious. No companies are suggesting they will provide that and there are questions if the EPA would allow unlicensed individuals to charge from a large container. Please do not get rid of the small bottles. I would be willing to get my EPA license if necessary but I cannot justify buying in 10# increments. In your own analysis you estimated the cost for a current DIYer to repair his car to be around $20 and the cost for just the diagnostic from the professional to be around $200. I submit that that is an unfair burden. -Robert M Gary |
