To the ARB: I have attached an "Open Letter" to the board. I ask that you reconsider the funding of High Speed Rail with Cap and Trade revenues for three reasons: 1. The funding of HSR reduces incentive for companies to cut back on GHG emissions. 2. The HSR project will not effectively reduce GHG's. 3. The funding enables HSR to continue its efforts to become exempt from CEQA, which AB-32 is based on. These indicate that the board and the C&T program are putting us at odds with fulfilling the goals of AB 32. Thank You, Cherylyn Smith |
