CARB must treat this 2022 Scoping Plan as the final plan to ensure at least 40% below 1990 levels by 2030, because this Plan must specify quantifiable measures in sufficient detail to convince the Legislature and the public that the 2030 mandate will be achieved (including some forecasted extra reductions in case some measures underachieve). The 2022 Scoping Plan measures must include sufficient detail to form a clear basis for all the implementing regulations, including cost-benefit analyses, co-benefits, etc. The 2027 Scoping Plan can only be used to tweak some measures because there will not be enough time to draft and implement regulations to have any significant impact on 2030 emissions. |
