Subjectfully apply AB 32's requirements for reduction of ALL GHGs

As you plan the application of AB 32's requirements on the
reductions of greenhouse gasses to 40% below 1990 levels, be sure
that you are using the latest measurements of sources of CO2 and
methane that show that earlier estimates were only half or even a
third of the actual releases. Include all sources of carbon, even
those that the state does not regulate. Aviation and marine fuel is
part of the state's release of GHGs. Don't  use cap-and-trade as a
policy for avoiding release of GHGs since this permits releasers of
massive amounts of GHGs and their accompanying air and water
pollution to dump these by-products of their operations on the
communities least able to express their needs for relief from the
substances that are causing their health to deteriorate.
