Dear Sir or Madam: Please accept the attached research paper, "Designing Pay-Per-Mile Auto Insurance Regulatory Incentives Using the NHTSA Light Truck CAFE Rule as a Model," as a regulatory approach that should be considered in the State of California for promoting pay-per-mile automobile insurance. There are very few strategies that would have nearly the impact as this one in reducing transportation-sector greenhouse gas emissions and other air pollution. While the research paper suggests regulatory incentives be created at the Federal level, it acknowledges the possibility of similar state-level regulations, which is what I am urging be considered in California.
