Can you provide more details on the “community-wide goal of 6 MT CO2e per capita by 2030 and 2 MT CO2e per capita by 2050 implemented through Climate Action Plan” for the following two questions: - How are the community-wide per capita goals developed/calculated? - What are the GHG emission sources included in the goals? For example, for local city/county climate action plans, should the local jurisdictions capture in their community-wide GHG inventories all emission sources in the California GHG emission inventory developed by ARB or the minimum emission sources (five required basic emissions generating activities) to comply with U.S. Community Protocol for Accounting and Reporting of GHG Emissions developed by ICLEI?
