Regarding Section F (Efficient Financing Mechanisms to Maximize Investment) and stretching GGRF monies further and delivering greater climate benefits, we will never have enough funding if the outer limits of innovative financing remain revolving loan funds. Consideration should be given to establishing a market mechanism that would create an asset class for building energy efficiency. The CO2toEE framework would add another powerful incentive for investing in energy efficiency, harness the power of the Cap & Trade market and reduce dependence on exotic out-of-state offsets deals. |
