As Executive Director of the Association of Compost Producers (www.healthsoilorg), I have been representing composters to expand the volume and value of compost to build healthy soils in California for over 10 years. We support the use of these funds for organics recycling, and building high carbon soils, e.g. the California Organics Recycling Council (CORC) has submitted a separate letter that represents the perspectives of many California composters. However, we noticed that we did not see a clear expression of how the money was going to be invested to specifically lower GHG. For this reason, we have attached a paper that recommends the following points for these Cap & Trade Proceeds. Specifically we recommend to: 1) Provide a Framework for Investing Cap-and-Trade Auction Proceeds 2) Report on ROI for each Investment 3) Balance “Direct” and “Indirect” Investments based on ROI effectiveness, and economic enhancement of communities of opportunity We would like to discuss the specifics of these recommendations as you begin to engage in specific investments of these important funds. |
