Thanks for opening up the process to all of us.
First, no science supports "carbon neutrality by 2050." Look around
and observe what's happening today. We need to reach carbon
neutrality much sooner.
Second, EJ issues aren't a reason not to take steps I describe
below. People near fossil fuel facilities will benefit most from
fossil fuel elimination.
Third, any reliance on CCS is fraudulent because adequate 
technology neither to capture nor store has been demonstrated.
Projections of cost are well into the hundreds of dollars per
tonne.
Fourth, greening the grid, reducing VMT, promoting EVs, and
reduction of SLCP will work much better and with less angst if we
make economics support them. The way to make that happen is to
include (not just "consider") the real social cost of CO2 in cap
and trade fees. We've given a free ride to CO2 for far too long. If
cap and trade fees are high enough (hundreds of dollars per tonne),
all the other programs like decarbonization will follow.
