Funding for local governments's efforts on climate change must be a large and ongoing component of the state's funding program. Specific areas which need funding include: Community Choice Aggregation (CCA) programs to encourage distributed alternative energy generation in the residential sector. Methane capture systems for landfills, the single largest source of greenhouse gases for most local governments. Low-emission and zero-emission vehicles. Solar energy installations for local government facilities. Conversion of streetlights to LEDs. Green Business Programs. |
