Survival International, the worldwide movement for tribal peoples' rights, is deeply concerned about this program. REDD is inherently geared towards benefiting polluting companies, that will use REDD to cheaply ‘offset’ their carbon emissions, rather than actually reduce them. It risks violating the rights of the tribal and indigenous peoples on whose land these projects will be implemented, including their rights under the UN Declaration on the Rights of Indigenous Peoples and under ILO Convention 169. Governments that support and finance these programs will be liable for violations of these rights. Alternatives to REDD exist, and the Government of California would be advised to focus its resources into supporting the land rights of tribal and indigenous peoples, and into supporting their efforts to protect and sustainably manage their forests, whilst simultaneously ensuring that the emissions of polluting industries in the state of California are effectively reduced rather than ‘offset’. |
