Besides CARB auditing air districts they give funding to, who else is responsible for auditing and making sure these grants and money available is being spent in most beneficial ways? I myself have seen a local air board approve an excessive amount of money per application to replace lawnmowers. The same lawnmower was available for half the price every where else. It really seemed like that program administrator had a special interest in getting that single type of lawnmower out there. I have now seen that happen again with a off road Carl Moyer program application. We need to stop this collusion. How can we look more into it? |
