As a physician and a citizen concerned about climate change I
strongly support this program and the proposed guidelines. I
appreciate the restriction of replacement stoves to those with 
lower emissions measured independently from EPA's problematic
certification. I agree with the higher rebates for heat pumps over
wood stoves and for low income households, communities, and tribes
over everyone else.  

I have talked with many patients and community members about 
switching from wood stoves to heat pumps and there is zero interest
if it means giving up their wood stove.  They are afraid of losing
heating during power outages.  In rural areas restoration of
service can take several days. Giving districts the option to allow
participants to keep their wood stoves for use during power
shutoffs will greatly increase uptake.
