1) Each member of the Stakeholder Group should declare any conflict
of interest, such as involvement in, or recipient of revenue
generation from the CARB protocols, project development, project
ownership, or employment by CARB. No such disclosure is identified
in the COMPLIANCE OFFSETS PROTOCOL TASK FORCE INITIAL DRAFT
RECOMMENDATIONS, October 7, 2020. Declaring conflicts of interest
is a standard disclosure for committees that have the means to
modify protocols that affect carbon market participants and
commerce.

2) Forest carbon sequestration and storage is an active area of
research with the potential to improve current CARB forest carbon
protocols. The Task Force should provide a mechanism for
collaboration with the forest carbon research community, including
comparative studies of CARB protocols with direct measurement of
CO2 in the forest, a widely employed method.
