Dear CARB, I am writing as a citizen and taxpayer in California; also as a Professor of Public Health and scientist; to congratulate you on putting a priority on SLCP reduction. Addressing the critical role that methane and black carbon play in near term warming is essential to urgently needed solutions. Please consider the following points: 1) All CARB strategies should have rigorous measurement and accountability built in, so that CARB can document the impact of its strategies, and adjust as appropriate. 2) Increase attention on and accelerate efforts to reduce methane emissions from the oil and gas sector and from the electricity sector. Accurate accounting and control of methane from the entire lifecycle of "natural" gas --production, distribution, and combustion-- is essential. Gas is neither "cheap" nor clean when accurate measurements of methane release are included. 3) the agency should strengthen its diesel emissions control program to reduce the black carbon emissions from the transportation sector. |
