California Department of Food and Agriculture, California Natural Resources Agency and California Air Resources Board are jointly hosting a public workshop on the agriculture sector on April 27, 2016. This workshop will support the process to update the AB 32 Scoping Plan to reflect California’s goal to reduce statewide greenhouse gas (GHG) emissions 40 percent below 1990 levels by 2030, as directed in Executive Order B-30-15. This workshop builds upon the Natural and Working Lands public workshop held in Sacramento on March 23, 2016. Background on the 2030 Target Scoping Plan Update This public workshop is part of the public process to update the AB 32 Scoping Plan to reflect the Governor’s Executive Order B-30-15, which establishes a mid-term GHG reduction target for California of 40 percent below 1990 levels by 2030. All state agencies with jurisdiction over sources of GHG emissions were directed to implement measures to achieve reductions of GHG emissions to meet the 2030 and 2050 targets. ARB was directed to update the AB 32 Scoping Plan to reflect the 2030 target, and therefore, is moving forward with the update process. The mid-term target is critical to help frame the suite of policy measures, regulations, planning efforts, and investments in clean technologies and infrastructure needed to continue driving down emissions. In an effort to further the vision of AB 32, Governor Brown identified key climate change strategy pillars in his January 2015 inaugural address. The pillars recognize that several major areas of the California economy will need to reduce emissions to meet the 2030 greenhouse gas emissions target. One of the key pillars identified by Governor Brown was to ensure that State agencies are managing farm and rangelands, forests and wetlands so they can store carbon. ARB is collecting public comments on the workshop material at http://www.arb.ca.gov/cc/scopingplan/scopingplan.htm. The webpage to submit comments will be live beginning on April 27, 2016 at 8:30 am. Environmental Analysis This workshop will serve as a scoping meeting as required by the California Environmental Quality Act (CEQA). Pursuant to CEQA and ARB’s Certified Regulatory Program (Cal. Code Regs., tit. 14, §15251(d); Cal. Code Regs., tit. 17, §§ 60000–60008), staff is reviewing the Proposed 2030 Target Scoping Plan Update to determine if the proposed project will result in any potentially significant adverse environmental impacts. Staff will provide an overview of ARB’s process for preparing the environmental analysis (EA) and its content. Staff welcomes public input at the workshop on the appropriate scope and content of the EA at the beginning of our process, including the reasonably foreseeable methods of compliance with the Proposed 2030 Target Scoping Plan Update, the potential significant adverse impacts associated with the methods of compliance, potential feasible mitigation measures, and feasible alternatives to the proposal that could reduce or eliminate any significant adverse impacts. A Draft EA will be released for a 45-day public review and comment period with the proposed Draft 2030 Target Scoping Plan Update in early Fall of 2016.
