CARB is expanding our community air monitoring program and is seeking a motivated, resourceful, and innovative individual with strong scientific knowledge and technical abilities who enjoys working with people and leading change. The incumbent will perform evaluation of next generation sensors and other emerging technologies, make recommendations of the best technologies to apply to community air monitoring projects, perform comparisons to known U.S. EPA equivalent methods and work with other experts to advance community air monitoring methodologies.  This position will also engage with community members and local agencies in support of community monitoring.

Air Resources Supervisor I

Emissions Compliance, Automotive Regulations and Science Division

The ECARS In-Use Programs Branch is seeking a motivated and dedicated individual for the position of Section Manager for the In-Use Compliance Section (IUCS).  This individual would be responsible for managing and administering in-use compliance program activities for light-duty vehicles, heavy-duty engines, and other mobile sources.  The IUCS played a key role in the Volkswagen's 2.0 liter diesel vehicles investigation that led to the discovery that these vehicles were equipped with defeat devices to circumvent emissions test procedures which led to a $14.7 billion settlement, the largest settlement on record for violations of the Clean Air Act.  Over the last 30 years, more than three million light-duty vehicles have been corrected through CARB's in-use programs. This dramatic improvement can be directly related to CARB's ability to conduct in-use compliance testing which has forced manufacturers to produce durable emission control designs when developing their vehicles.

Air Resources Technician II

The Freight Operations Section is looking for a highly motivated, self-starting individual to become a member of its team.  We are looking for a friendly, outgoing person who can work a core schedule of four days per week – 7 hours each day to help with the Air Resources Board Equipment Registration program (ARBER).  The ARBER Team is primarily responsible for the implementation of the Transport Refrigeration Unit and the Drayage Truck regulations, which involves a variety of challenging tasks, including assisting stakeholders in navigating complex emissions reduction requirements via phone and email.  The ARBER Team also provides technical support commensurate with Air Resources Technician capabilities for other programs that reduce emissions of greenhouse gases, nitrogen oxides, diesel PM, and other air toxics.

Air Resources Engineer

Industrial Strategies Division

The Air Resources Engineer (ARE) will be a member of a team that develops and implements incentives, regulations, legislation, and interagency initiatives designed to cost-effectively reduce greenhouse gas (GHG) emissions from California's organic waste streams--primarily dairies.  The GHG-reduction measures the ARE develops must maintain the viability of the economic sectors they affect, and avoid other environmental and community impacts.  The ARE will function as a team member working with other staff to produce components of the of the team’s deliverables.  The ARE will create innovative strategies for overcoming barriers that have long impeded progress toward reducing emissions from organic wastes.  The ARE will participate in a variety of internal and external meetings and conferences that sometimes involve the delivery of formal presentations.

Air Pollution Specialist

Research Division

The Population Studies Section is seeking a motivated team player with an enthusiastic attitude and the dedication to work on some of the most important issues of our time. Some of the ARB’s highest priorities are examining how air pollutants, climate change, and public policy impact public health. We are seeking an applicant with expertise in the health sciences, a strong background in statistical analysis, and a desire to work with a diverse team of ARB scientists on research that helps to provide the information used as the basis of many of ARB’s air pollution and climate change regulatory activities. The responsibilities of the candidate will include work on research projects that investigate issues related to the health impacts of air pollution statewide, at the regional level, and in local communities. The successful candidate will also investigate ways that sustainable community design can affect air pollution exposures and public health. Effective communication of health research results to management, the general public, local air districts and Members of the Board is an essential component of this position. The ability to work effectively and cooperatively with a diverse stakeholder group including the public, other government agencies, and research organizations, and strong interpersonal and leadership skills are necessary. The ability to work proactively and efficiently on multiple projects with firm deadlines is expected. Familiarity with methods and protocols employed to evaluate how exposure to air pollution impacts people and communities is helpful. Experience in health and exposure assessments, environmental physiology, epidemiology, and GIS are also helpful, but not required.

Join the Monitoring and Laboratory Division (MLD) in a unique opportunity to lead the California Air Resources Board’s (CARB) air monitoring incident response program related to wildfires, refinery and industrial incidents, and other non-routine and emergency air emissions.  MLD is looking for an engaging and proactive leader to manage the Incident Air Monitoring Section within the Air Quality Surveillance Branch.  This section helps protect impacted communities during emergency air contamination incidents by providing air monitoring support, including necessary equipment, interagency coordination, and relevant air quality measurements that produce public health recommendations.  This section also has responsibility to develop fence line monitoring guidance under AB 617, and works with other CalEPA Boards, Departments and Offices on emergency response preparedness and coordination.

Air Pollution Specialist

Research Division

The Greenhouse Gas Reduction Strategy Section is seeking a motivated Air Pollution Specialist to advance the ongoing implementation of the Stationary Source Refrigerant Management Program.  The rule requires commercial and industrial facilities with refrigeration systems to follow best refrigerant management practices to keep their systems leak tight.  A web based system is being used by more than 6,000 large and medium facilities to register and report their refrigerant usage annually. The successful candidate will work closely with regulated entities and others to oversee and enhance the successful implementation of the rule and the operation of the web based reporting system. The successful candidate will collect and analyze large industry specific data sets to identify trends in rule applicability and work with affected industries to improve outreach and compliance.  This will include conducting surveys, developing outreach and compliance assistance materials, and presenting information at industry meetings statewide.  Other responsibilities include analyzing reported emissions data, assisting in the investigation of rule violations, assisting with proposed rule amendments, and preparing briefing papers, reports and rulemaking documents. Some travel is required.
