The Freight Emissions Assessment and Testing (FEAT) section in the Monitoring and Laboratory Division is seeking an Air Resources Engineer to join the team at California Air Resources Board’s (CARB) Depot Park heavy-duty (HD) test facility.  A successful candidate will understand current and future heavy-duty diesel freight technologies, emission control systems, and powertrains. The FEAT section supports regulatory, research and enforcement projects for CARB and its contractors.  The incumbent will be responsible for performing complex laboratory evaluations by applying engineering principles in a laboratory setting to measure, evaluate, analyze, and report the performance of emission control systems installed on HD vehicles and equipment.  The incumbent will routinely work both as a team member and independently, in a laboratory and occasionally in the field. The incumbent will frequently be called upon to develop test plans and emissions sampling plans; install measurement and recording equipment on vehicles; perform and document calibration checks of instruments; collect emissions samples of vehicle exhaust emissions; collect vehicle fluid samples; participate in the test of vehicles on a chassis dynamometer or in the field using Portable Emissions Measurement Systems (PEMS); review collected test data for accuracy and completeness; summarize or present results from testing efforts; and serve as an expert during interactions with clients, and other State and federal agencies.  These job duties are best conducted by a well-trained Air Resources Engineer who is hands-on, is astute with the use of computers, and has varied engineering experience.  The position and reporting office is located at CARB's Depot Park facility in Sacramento.

Air Resources Engineer

The Measurement Assessment and Research Section (MARS) has the principle responsibility of supporting heavy-duty (HD) vehicle emissions testing with three other sections in the Freight Emissions Testing and Research Branch (FETRB) of the Monitoring and Laboratory Division.

MARS is seeking an Air Resources Engineer to work on multiple projects related with HD vehicles and engines testing. The successful candidate will be responsible for coordinating emissions measurement projects conducted at in-house and external facilities; commissioning, operating, and managing emissions testing equipment such as state-of-the-art particulate matter instrumentation and portable emissions measurement systems; developing test plans for projects and standard operating procedures for equipment; reviewing and analyzing emissions data; and preparing technical reports and presentations.  One of the initial tasks for the incumbent is to work with a group of highly skilled staff to develop and deploy an in-house Portable Emissions AcQuisition System (PEAQS). This project will require development of new approaches for measuring and collecting data in the field, management and analysis of large datasets using computational methods, and a strong knowledge of the scientific literature to further the agency’s understanding of the association between freight activity and emissions.

The Compliance and Reporting Assistance Section seeks a customer-service oriented individual to assist heavy-duty diesel vehicle and equipment owners in understanding and complying with CARB's in-use heavy-duty diesel regulations.  These regulations are a key strategy in the reduction of harmful pollutants from diesel engines in California.  The individual will primarily answer calls to CARB’s 8666DIESEL Hotline from thousands of regulated businesses, provide callers with information about compliance options, and keep records of their conversations.  The assistance provided by the Diesel Hotline has played a vital role in making sure the regulations achieve their maximum benefit.  The section also provides assistance to other groups at CARB to help achieve the air quality goals of the agency.

The Air Resources Engineer (ARE) will be a member of a team that develops and implements incentives, regulations, legislation, and interagency initiatives designed to cost-effectively reduce greenhouse gas (GHG) emissions from California's organic waste streams--primarily dairies.  The GHG-reduction measures the ARE develops must maintain the viability of the economic sectors they affect, and avoid other environmental and community impacts.  The ARE will function as a team member working with other staff to produce components of the of the team’s deliverables.  The ARE will create innovative strategies for overcoming barriers that have long impeded progress toward reducing emissions from organic wastes.  The ARE will participate in a variety of internal and external meetings and conferences that sometimes involve the delivery of formal presentations.

The Climate Change Policy Section (Section) is responsible for contributing to climate-relevant interagency work in the areas of natural lands management, agriculture, and waste, as well as for preparing annual reports on the status of AB 32 climate programs.  The Section is seeking a highly motivated Air Pollution Specialist.  The candidate will provide technical and policy support for the California Global Warming Solutions Act (AB 32) programs through assessment of air pollution control programs and investigative studies into the cause of climate change and air pollution, and stakeholder assistance and outreach.  The candidate will also support the implementation of the Climate Change Scoping Plan, the Short-Lived Climate Pollutant Plan, and the Forest Carbon Plan, and evaluate how the implementation of the Plans impact disadvantaged communities.  The candidate will also be responsible for developing and implementing measures to reduce greenhouse gas emissions from waste streams in the State.  Potential measures will be compared based on technical soundness, compliance with Federal, State, and local air quality regulations, and emissions reduction efficacy.  The candidate will provide the results of these evaluations to management and other interested parties in the form of oral and written reports.

Air Pollution Specialist

Monitoring and Laboratory Division

The Organics Laboratory Section (OLS) of the Monitoring and Laboratory Division is looking for an experienced GCMS chemist to expand our analytical capabilities.  OLS staff perform analyses for our ambient network samples and are increasingly called on to perform method development for analyses to meet our clients’ needs.  Our current focus is on toxic VOCs, carbonyls, and pesticides.  Assembly Bill 617 requires additional community monitoring and new techniques to characterize ambient air samples near pollution sources.  We are moving into the use of thermal desorption for the analysis of VOCs and semi-volatiles and need a self-motivated, innovative, hands on, method development chemist.
