Air Pollution Specialist

Enforcement Division

The Citations and Hotline Section is seeking a motivated, resourceful, and qualified Air Pollution Specialist (APS) for assisting with the implementation, administration, and enforcement of several heavy-duty diesel regulations.  The incumbent will assess compliance with several heavy duty diesel regulations (mobile and stationary), including the Statewide Truck and Bus Regulation; develop compliance plans for regulated parties to bring trucks into compliance in the most expeditious manner while balancing the financial ability of the fleet owner to comply to agreed terms; review financial records to determine appropriate penalties; investigate and conduct intensive and thorough research of suspected non-compliant owners to determine truck ownership, control, and compliance status; and provide professional knowledge of ARB diesel regulations to regulated parties, air district and ARB personnel, and other agencies.  The incumbent will provide oversight to Air Resource Technicians in activities related to Citation, Complaint, and Cargo Tank processing.

Air Pollution Specialist

Industrial Strategies Division

The Climate Change Policy Section (Section) is one of ARB's primary points of interface with the Environmental Justice Advisory Committee.  It is also responsible for contributing to climate-relevant interagency work in the areas of natural lands management, agriculture, and waste, as well as for preparing annual reports on the status of AB 32 climate programs.  The Section is seeking a highly motivated Air Pollution Specialist.  The candidate will provide technical and policy support for the California Global Warming Solutions Act (AB 32) programs through:  assessment of air pollution control programs and investigative studies into the nature and cause of climate change and air pollution; and stakeholder assistance and outreach.

Transportation and Toxics Division

The Freight Incentives Section in the Freight Transport Branch is looking for an experienced staff person to participate on a team of technical and policy staff implementing the Goods Movement Emission Reduction Program to reduce air pollutant emissions from freight transport equipment. We are searching for an individual with technical expertise in freight-related technologies (especially technologies related to the development and use of zero and near-zero equipment) including cargo handling equipment, commercial harbor craft, ocean going vessels, trucks, and associated infrastructure.  Also, as part of this team, you may support CARB’s freight sections in the development of regulations or emission reduction strategies to reduce the community health risk from diesel equipment, and you will help develop creative solutions and implement strategies to transition to a zero or near-zero emission sustainable freight system.

Staff Air Pollution Specialist

Air Quality Planning and Science Division

The Toxics Inventory and Special Projects section is seeking a Staff Air Pollution Specialist (SAPS) candidate to lead the development and implementation of an integrated emissions inventory system in support of the Board’s air toxics, criteria pollutant, and greenhouse gas programs.  This position will lead a cross-divisional team in efforts to scope, design, develop, test, and implement a new database system to replace CARB’s current suit of emission inventory databases and ancillary tools.  Working closely with Division management, the SAPS will oversee the transition of CARB’s program-specific legacy inventory tools into a state-of-the-art system that will allow the development of new and expanded emission inventory products while maintaining the functionality needed by CARB’s ongoing programs.  The incumbent will serve as the division point of contact and as CARB’s liaison with the local air districts and other governmental agencies on all issues related to the development of the new system.

Air Pollution Specialist

Air Quality Planning and Science Division

The Central Valley Air Quality Planning Section, within the Air Quality Planning Branch, is seeking a highly motivated, self-starting individual to be part of CARB’s air quality planning team.  The Section addresses air quality issues in the San Joaquin Valley, among other areas of the State, and is responsible for developing technical and policy solutions in State Implementation Plans (SIPs) designed to meet federal particulate matter and ozone air quality standards.  The Section conducts data analysis related to air quality planning and is lead in the preparation of particulate matter SIPs and the evaluation of particulate matter technical and policy issues.  The Section works with divisions throughout CARB, local air districts, U.S. EPA, as well as the public.  Strategic, innovative thinking; strong project management and organizational skills; excellent verbal and written communication skills; and the ability to engage non-technical audiences on complex technical subject matter are all essential.

California Air Resources Board’s (ARB) Research Division has an opening for a knowledgeable and enthusiastic researcher with proven expertise in air quality and emissions measurements and analysis to join the Emission and Exposure Research Section (EERS). The selected candidate will be responsible for initiating, designing, and conducting a variety of air pollution research studies, including air pollution source characterization studies and their impacts on regional and local air quality and personal exposures, as well as verification of GHG emissions inventory through source-based emissions research.
