Mobile cargo handling equipment is any motorized vehicle used to handle cargo or perform routine maintenance activities at California’s seaports and intermodal railyards. The type of equipment includes yard trucks (hostlers), rubber-tired gantry cranes, container handlers, forklifts, etc. The Mobile Cargo Handling Equipment (CHE) Regulation was adopted in 2005 to reduce toxic and criteria emissions to protect public health, amended in 2011, and fully implemented by the end of 2017. CARB staff is currently assessing the availability and performance of zero-emission technology to further reduce emissions.
