RULEMAKING TO CONSIDER AMENDMENTS TO THE CALIFORNIA
REFORMULATED GASOLINE REGULATIONS, INCLUDING A
DECEMBER 31, 2002 PROHIBITION OF USING MTBE
GASOLINE, ADOPTION OF PHASE 3 GASOLINE STANDARDS,
A PHASE 3 PREDICTIVE MODEL, AND OTHER CHANGES

FINAL APPROVAL / OAL ACTION
The Phase 3 California Reformulated Gasoline (CaRFG3) regulations were approved by OAL on August 3, 2000, and were filed with the Secretary of State on the same date. They become operative on September 2, 2000. The regulations approved by OAL reflect a few nonsubstantial modifications to the version submitted to OAL June 26, 2000. These modifications are described in the memorandum listed below. A "Clean" version of the CaRFG regulations reflecting the CaRFG3 amendments has been posted on the California Gasoline Programs page.

The 15-Day Notice with Attachments I, II, III and IV are being mailed to all commenters and to interested parties by the public availability date of April 7, 2000. The deadline for public comment on the proposed modifications is April 24. The final two files, containing the modified text of the complete 64-page "Proposed Regulation Order" (the regulations) and the incorporated 65-page California Procedures for evaluating Alternative Specifications for Phase 3 Reformulated gasoline using the "California Predictive Model" are not included in the mail-out package.
