The California Air Resources Board (CARB) invites you to participate in a work group meeting to seek input from stakeholders on the implementation of Clean Truck and Bus Vouchers (HVIP) and heavy-duty advanced technology demonstration and pilot projects in the Board-approved Fiscal Year (FY) 2019-20 Funding Plan for Clean Transportation Incentives.

In October, the Board approved the current funding plan, including staff proposals to develop three new advanced technology demonstration and pilot projects. The new $40 million allocation for demonstration and pilot projects is planned to focus on zero-emission drayage trucks, reducing emissions from at-berth ships and incentivizing a transition to zero-emission technologies for freight focused activities through a competitive solicitation.

In addition, staff will discuss the implementation of a $142 million allocation for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP). The commercial voucher program has seen record demand, receiving voucher requests for the entire $142 million budget within days of the funding plan’s approval. This work group meeting will include discussion of CARB’s policies for the voucher waitlist and updates on the processing of requested vouchers. California Energy Commission and electric utility staff will describe best practices for infrastructure planning and other incentives available to fleets.
